Lismore coffee shop owner and former high school art teacher, Steve Krieg, is set to become Lismore City Council's new mayor.
"The people of Lismore really want to see their town get back on track," Mr Krieg said.
"I think there is a real push to get party politics out of local government, and I think we've been the beneficiaries of that mindset."
In the Richmond Valley, Robert Mustow is set to become mayor once again, polling more than 73 per cent of all votes counted so far.
Byron results:
Michael Lyon is leading the mayoral vote for the Byron Shire as counting approaches the halfway mark.
Fellow independent candidate Mark Swivel is holding second position, with 18 per cent of primary votes counted so far.
Michael Lyon stood as a Greens candidate at the last election, but missed out on the party's preselection in 2020 for the federal seat of Richmond, and has since campaigned as an independent. In the vote for councillors, the Greens team led by Duncan Dey is leading at 21 per cent of votes counted.
Ballina results:
Just under 40% of the vote has been counted and Independent Sharon Cadwallader is leading the mayoral vote ahead of fellow Councillor, Jeff Johnson.
Rous-based Councillor Eoin Johnston is on track to win a seat on council, polling over 43 per cent of the vote in Ward C.
Tweed Shire Council:
Just under 40 per cent of the vote has been counted in the Tweed local government area, with half of all primary votes going to Independent candidates.
The Liberal party's James Owen and Independent Chris Cherry look certain to be re-elected. The rate of informal voting in the Tweed is 14 per cent.
Lismore results:
Steve Krieg, is set to become Lismore's third mayor in less than a year. With more than half of the vote counted, he has received more than 53 per cent of the primary vote, with current Greens Mayor Vanessa Ekins, second place with 14 per cent.
Krieg's independent team is also likely to pick up at least five of the 11 seats on Lismore City Council. Four of the current councillors standing again are likely to be re-elected.
Richmond Valley results:
Mayor Robert Mustow has retained the top job at Richmond Valley. He has polled more than 73 per cent of the vote, with 70% of all votes counted.
In the councillor race, Steve Morrissey, Sandra Duncan-Humphrys and Sam Cornish, as well as Labor's Patrick Deegan, who will also be contesting the federal election for the seat of Page, look certain to be elected.

Kyogle Shire results:
Less than 20% of votes have been counted across the Kyogle area. With only three candidates for Ward A, Hayden Doolan, Kylie Thomas and Janet Wilson will automatically form part of the incoming team of nine councillors.
Clarence Valley results
The race is tight in the Clarence Valley between the 16 candidates vying for the nine councillor positions. With just over 45 per cent of the vote counted so far, independent Jeff Smith has polled the most primary votes, followed by Debrah Novak and Greg Clancy representing The Greens.
Tenterfield results:
With a limited number of candidates across the Tenterfield area, only one of the five wards held a contested election on Saturday.
Only 215 formal votes were counted on Saturday (around 24 per cent of the total vote), so it's too early to call who will be elected into those two councillor positions. In the uncontested wards, Tim Bonner, Peter Petty, John Macnish, Bronwyn Petrie and Thomas Peters will all become part of Tenterfield's new line-up of councillors.
